Portland leaders and Gov. Kotek held a news conference Thursday evening after two people, described as Venezuelan gang members by Homeland Security, were shot by Border Patrol agents outside Portland Adventist Hospital. Portland Mayor Keith Wilson called for an end of ICE operations in the city “until a full investigations can be completed.” Gov.
