President Donald Trump is frustrated with Russia and Ukraine and could instruct his administration to pull out of peace talks.

Mr. Putin claimed that Kyiv’s response would shed light on Ukraine’s “desire, and, indeed, its ability” to take part in negotiations to end the war. President Volodymyr Zelensky of Ukraine referred to the announcement as Mr. Putin’s “next attempt to play with people’s lives,” without specifying whether Ukraine would also observe a truce.

The broad framework of the plan would also lift some sanctions on Russia and remove the possibility of Ukraine joining NATO — key Moscow demands — while providing security guarantees to Ukraine and stopping Russia’s attacks.
